Silero VAD (ONNX) for Scribe SV
A copy of the Silero VAD voice activity detector (ONNX) used by Scribe SV, a Windows dictation and translation utility, so that an everyday tool does not depend on a third-party mirror.

Of the three graph variants in the source repository only silero_vad.onnx is kept — it is the
one Scribe SV reads. The files are copied unchanged.
